Two and a half years of tense bargaining between the Manila West water service concessionaire and the Philippine government could come to an end in the next month if Amendment Number 2 gets the go-ahead. The two contract signatories — Maynilad, owned by Suez of France and the Filipino Benpres Group, and the MWSS, formerly Manila’s public water utility — have agreed to amend their concession agreement signed back in 1997. However, several government departments need to sign off on the change before it can take effect and its fate hangs in the balance.
